Plumbing on the Côte d'Azur: what to expect and what to ask
Plumbing on this coast brings two surprises. Older villas have pipework that predates the current owners, and the water is hard enough to scale a new heater within a couple of years. Here's what pushes the price of a repair up, what the devis (written quote) must show and where your share of the pipework starts.

Emergency call-outs
How do you avoid being overcharged by an emergency plumber in France?
French consumer law singles out emergency plumbing (dépannage), after years of complaints about doorstep pricing across the country. The rule that came out of it applies here too: a written devis before any work starts, whatever the amount.
So ask for the devis before anyone touches a tool, and don't let a job start on a verbal figure. If a plumber wants payment before giving you a price in writing, say no and ask again. A legitimate emergency call-out still runs on paper, even at 11pm on a Sunday.
What to budget
What makes a plumbing repair cost more in the Alpes-Maritimes?
When you call matters most. Evenings, weekends and public holidays carry a surcharge, so ask what it is before the plumber starts. If you can stop a leak by closing the main stopcock, the repair can often wait for normal hours.
Finding the leak can cost more than fixing it. A pipe behind tiles or under a floor has to be opened up, and putting the tiles back is a second job. Ask whether the price covers making good or only the plumbing. Old galvanised pipe often can't be patched either, so a single repair can turn into replacing a whole section.
Ask whose pipe it is before anyone digs. A leak before the water meter is the water company's to fix, as the section below explains. In a flat, a leak on the building's shared riser is usually the responsibility of the copropriété (the building's co-ownership), so call the syndic (the building's managing agent) first.
Before work starts, get the call-out fee, the hourly rate, any surcharge and the parts written on the devis. The first hour is usually charged in full, however short the visit. For anything that isn't an emergency, get two written quotes.

Does a plumber have to give a written devis before a repair?
Yes, with no minimum amount. Under French consumer rules, repair, dépannage and maintenance work needs a written devis before it starts. A plumber replacing a single washer owes you the same written quote as one re-plumbing a whole bathroom.
One more rule applies if the plumber quotes at your home and you sign there and then. That's a contrat hors établissement, and the contractor can't take any payment, deposit included, for 7 days after you sign. The exception is an urgent repair you called them out for, limited to what the emergency needs.
Hard water
How does calcaire shorten the life of pipes and heaters here?
Water on this coast is hard, in Cannes and Nice as elsewhere. Calcaire (limescale) is the mineral residue that comes out of that water. It builds up inside pipes, on tap valves and above all on the heating element inside a water heater.
Pipes narrow and appliances work harder, sooner than the manufacturer assumes. In an older Riviera property with galvanised pipe, have the pipework checked before you assume it only needs patching. Corrosion and scale build up together, and one often hides the other. If you need a new water heater, our hot water systems guide covers service intervals and what calcaire does to them. Ask the plumber whether a softener or a scale inhibitor makes sense for your property. It isn't always worth it on a part-time second home, but it's a fair question to raise.
Where responsibility starts
The water meter decides who fixes a leaking supply pipe
The water meter is the legal boundary, wherever it happens to sit. Everything upstream of it, including pipe crossing your own land before it reaches the meter, is the local water company's to maintain and replace. Everything downstream of the meter, running into and through your house, is yours.
That tells you who to call. A leak or a drop in pressure before the meter is the water company's problem, so don't pay a plumber to dig it up. A leak after the meter, even a few centimetres past it, is yours to fix. If you're not sure which side of the meter the problem is on, ask the water company before booking anyone.
Before you sign
What should a plumbing devis include?
A plumbing devis shows the same basics as any French quote. That means the company's name and registration number (SIRET), a description of the work and the parts. It also shows the TVA (French VAT) rate and the totals before and after tax (HT and TTC). The décennale (ten-year building insurance) insurer and policy number belong on it whatever the size of the job. Waterproofing and pipework built into the structure fall under the ten-year décennale, which runs from the handover (réception des travaux). A tap or water heater swapped into an existing home gets neither the biennale nor the décennale since a 2024 Cour de cassation ruling. Ask for the fitter's warranty on the fitting and the maker's warranty in writing.
If the job isn't urgent, ask for a start date. Get any add-on the plumber suggests on site written into the devis before they leave.

Questions
Frequently asked questions about plumbing on the Côte d'Azur
If your question isn't here, send it with your request and we'll answer it directly.
Not before you have a written price. French rules require a written devis before any repair starts. Once it's signed, an urgent repair you asked for can be paid on the day, because the 7-day no-payment rule for quotes signed at home doesn't cover emergency work. That exception only covers the parts and labour the emergency needs. Anything extra falls back under the 7-day rule.
Compare the written devis, never a figure given on the phone. Line up the call-out fee (déplacement), the hourly rate, whether the first hour is charged in full, the parts by name and any evening or weekend surcharge. Two prices for the same repair only compare once all of that is on paper.
That depends on which side of the water meter the leak is. The meter is the legal boundary. Everything upstream of it, including pipe crossing your own land, is the local water company's to maintain and repair. Everything downstream of the meter, inside your property, is yours. If you're not sure which side a leak is on, ask that first when you report it.
Yes, and it's one of the bigger differences from a soft-water area. The whole coast sits in the hard-water band, Cannes and Nice included. Calcaire (limescale) builds up inside pipes and on heating elements. That's why water heaters on this coast often need servicing sooner than the maker's standard guidance assumes.
No. Only a signed devis commits either side, for a plumbing repair just as for a full renovation. A figure given over the phone or at the door has no legal weight. If the invoice doesn't match what was said, you have nothing in writing to point at, so get the devis before the tools come out.
