Windows lost their MaPrimeRénov' funding on 1 September 2026, so the subsidy picture for glazing and shutters has changed more than almost any other part of this hub. Why single glazing costs more in summer than in winter here

Most advice on window replacement is written for a heating climate: the UK, northern France, Germany. There, the case for new windows is keeping warmth in through a long, cold winter. On the Cote d'Azur, the winter is short and mild, and the bigger cost sits on the other side of the year.

A single-glazed window, or an old double-glazed unit with a high solar factor, lets a large share of the sun's heat straight through the glass. In July and August, with direct sun on a south or west-facing facade for most of the day, that heat gain drives up cooling costs and makes rooms uncomfortable long before it drives up heating costs in January. Stone walls with high thermal mass help even things out, but the glazing itself is usually the weak point.

This matters when you're choosing new glass. A window specified for a Lille apartment, chosen to let winter sun in and warm the room, is close to the wrong choice for a villa above Antibes, where the priority is keeping summer sun out while still letting in light. The Uw value (how well the frame and glass resist heat transfer) and the Sw value, or solar factor (how much solar heat the glazing lets through), pull in different directions depending on climate, and it's worth understanding both before you sign a devis.

Which window Uw value qualifies for CEE and 5.5% TVA?

The biggest change on this page: since 1 September 2026, windows have been removed from MaPrimeRénov's parcours par geste, along with roof insulation, wall insulation and several other single-measure works. MaPrimeRénov' now pays nothing for a standalone window replacement outside the full parcours accompagné, a route built for principal residences rated E, F or G, requiring a certified renovation adviser and at least two DPE classes gained. That leaves CEE (Certificats d'Économies d'Énergie) as the main open scheme. Second-home owners aren't screened out of it the way they are from MaPrimeRénov': the credit applies regardless of who lives there or how often. The relevant fiche is BAR-EN-104, and its eligibility rule catches a lot of readers out. It requires complete replacement of a single-glazed frame, both the opening sash and the fixed frame together. Replacing just the glazing doesn't count, and upgrading an existing double-glazed window to a better one doesn't either. If your windows are already double-glazed, CEE on this fiche isn't available to you at all.

Where it does apply, the window needs a Uw of 1.3 W/m2.K or below with a solar factor (Sw) of at least 0.3, or the looser combination of Uw 1.7 or below with Sw of at least 0.36. Roof windows need a Uw of 1.5 or below. Either way, your installer needs RGE certification covering glazing work, and the fiche is due to run until 1 July 2028.

Be realistic about the amount. Alpes-Maritimes sits in climate zone H3, the lowest CEE band for windows. Fifteen square metres of glazing (about ten standard windows) generates roughly 31,500 kWh cumac in H3, worth in the region of 220 to 280 EUR at current certificate prices of 7 to 9 EUR per MWh cumac. Set against 400 to 1,300 EUR per window installed, CEE is worth claiming, but it's a modest contribution: it won't be what tips the decision to do the work.

The reduced 5.5% TVA rate is a better lever and easier to access. It applies to energy renovation work, including windows and insulating shutters, on a dwelling completed more than two years ago. You certify this on the devis; the rate carries no RGE requirement and no residence condition of its own. Compare that with the 10% rate that applies to general renovation work, and the saving on a typical window job is real, if smaller than some sites imply once you measure it against the correct 10% baseline instead of 20%.

The Éco-PTZ, a zero-interest loan, is worth knowing about if this is your main home. For a windows-only project the ceiling is 7,000 EUR, repayable over up to 20 years, and the scheme runs to 31 December 2027. The catch for much of our readership: the work has to be done in a logement à usage de résidence principale, so a holiday home is excluded, and you cannot turn the property into a second home while the loan is still being repaid.

What do new windows and shutters cost on the Riviera?

Prices below are pre-subsidy, installed figures for the Alpes-Maritimes. PVC frames sit at the lower end of the range; aluminium and timber cost more. What moves the price most: the number of windows, whether the opening size changes (which usually means touching the surrounding wall or lintel), and whether the old frame has to be removed and disposed of or can stay in place under a new one.

Get separate line items for shutters if you're replacing them at the same time: bundled into one lump sum on the devis, it's hard to tell what you're paying for the glazing versus the shutter mechanism, and harder to query if one part of the job runs over.

Before you order anything

Do you need a déclaration préalable to change windows?

In most cases, yes. A déclaration préalable is required for any change to a building's external appearance, and window colour, frame material and dimensions all count, on top of the shutter or the render. Swapping timber frames for PVC, or changing the colour from the original, counts as a change even when the glazing behind it is a straightforward like-for-like upgrade.

File the déclaration préalable before you order, since a strict like-for-like swap, same colour, same material, same dimensions, can sometimes skip it, but the commune's PLU (local planning rules) adds its own conditions on top of the national baseline, and only the mairie can tell you which rule applies to your street.

Inside a protected perimeter, which covers much of the old town centres on this coast, the Architecte des Bâtiments de France (ABF) has a binding say over the application. The ABF can dictate frame colour and material and will refuse a change that clashes with the character of the street. If your property sits inside one of these zones, budget extra time for this step and expect fewer material and colour choices than you'd have elsewhere.

Choosing shutters

Roller, hinged or electric shutters: which suits a second home?

Shutters do three jobs on this coast: security, storm protection and shade. For a property that's occupied year-round, the choice comes down to taste and budget. For a second home that sits empty for months, the calculation is different, because the shutters need to work without anyone there to operate them.

Volet roulant (roller shutter), volet battant (hinged shutter), volet roulant motorisé (electric roller shutter): the French terms you'll see on every devis and quote.

Electric roller shutters, closed and monitored remotely, are usually the strongest option for an absentee owner. Down and locked, they're a real deterrent against opportunistic break-ins, and closed shutters protect the glazing during a Mediterranean storm far better than glass left bare. The weak point is that they rely on power and a working motor. If the electricity supply is cut, or the motor or its connectivity module fails while nobody's around, the shutter can jam in whatever position it was last in, open or closed, until someone attends the property in person.

Hinged shutters have no motor to fail, which is an advantage in isolation, but somebody physically has to close and open them. For a property nobody visits between stays, that usually means arranging a caretaker or a neighbour, which adds a recurring cost and a recurring dependency of its own.

A middle path several owners on this coast use: electric roller shutters fitted with a manual override crank. Remote operation covers the day-to-day case, and if the motor or the connection fails, a local keyholder can still wind the shutter by hand instead of waiting for a repair visit. It costs a little more up front than a plain motorised system, but it removes the single point of failure that worries most absentee owners.

What should a window devis include?

A proper devis for window or shutter work should state the Uw and Sw values for the glazing in writing, on top of a brand and model number. If CEE eligibility matters to you, ask the installer to confirm in writing that the work qualifies under fiche BAR-EN-104, since only complete frame replacement on existing single glazing counts.

Beyond the technical specification, check that the devis lists: the exact frame material and colour (matched against what your déclaration préalable, if required, approved), the TVA rate applied as a separate line, whether the old frame and any waste removal is included, the installation timeline, and warranty terms for both the glazing unit and the installation labour. If shutters are part of the same job, ask for them as a separate line item instead of a single price folded into the window cost, so you can see what each part costs.

The installer's RGE certificate should also be verifiable: ask to see it and check it covers glazing work specifically. A general label that doesn't extend to windows won't do. A contractor who won't put the Uw and Sw values in writing, or who can't produce a current RGE certificate, isn't the right choice for this job.
