How do you avoid being overcharged by an emergency plumber in France?
Emergency plumbing (dépannage) is one of the trades French consumer law singles out, after years of complaints about doorstep pricing nationally. The rule that came out of it applies here as much as anywhere: a written devis before any work starts, whatever the amount.
The practical version: ask for the devis before anyone touches a tool, and don't accept a job that starts on a verbal figure. If a plumber asks for payment on the spot before giving you a price in writing, that's the moment to say no and ask again. A legitimate emergency callout still runs on paper, even at 11pm on a Sunday.

What do plumbing jobs cost in the Alpes-Maritimes?
Outside Paris, plumbers generally charge 40 to 80 EUR HT an hour, with a call-out (déplacement) of 20 to 60 EUR on top. The first hour is usually billed in full, however short the visit actually is. A routine repair such as a leak or a blocked drain, fitted, typically runs 150 to 450 EUR. Figures well above that band usually come from Paris price guides and don't apply on the coast.
Evening, weekend and public holiday work carries a surcharge, commonly 25 to 50% though quoted as high as 100% in places. If a job might run into the evening, ask what the surcharge is before the plumber starts, not after it shows up on the invoice.

Does a plumber have to give a written devis before a repair?
Yes, and there's no minimum amount below which this stops applying. Under the arrêté of 24 January 2017, in force since 1 April 2017, a written devis is required before work starts on repair, dépannage and maintenance jobs, whatever the amount. A plumber replacing a single washer for 40 EUR owes you the same written quote as one re-plumbing a whole bathroom.
One more rule matters if the plumber comes to your home to quote and you sign there and then: that's a contrat hors établissement, and the contractor may not take any payment, deposit included, for 7 days after you sign. If someone asks for money on the spot at your kitchen table, that alone is worth questioning.
Hard water
How does calcaire shorten the life of pipes and heaters here?
Water on this coast is hard. Cannes measures 22.66 °f on the French hardness scale, well above the 15 °f line where water is classed as hard, and Nice is classed as hard water too. Calcaire (limescale) is the mineral residue that comes out of that water and builds up inside pipes, on tap valves, and especially on the heating element inside a water heater.
The result is pipes that narrow and appliances that work harder than they should, on a schedule shorter than the manufacturer assumes. It's also why an older Riviera property with galvanised pipe is worth a proper look before you assume the plumbing just needs patching: corrosion and scale build up together, and one often hides the other. Ask your plumber whether a softener or a scale inhibitor makes sense for your property; it isn't always worth it on a part-time second home, but it's a fair question to raise.

Who is responsible for the pipe between the street and the house?
The water meter is the legal boundary, wherever it happens to sit. Everything upstream of it, including the length of pipe crossing your own land before it reaches the meter, belongs to the local water company to maintain and replace. Everything downstream of the meter, running into and through your house, is yours.
That matters when you're trying to work out who to call. A drop in pressure or a leak showing up before the meter is the water company's problem, not something to pay a plumber to dig up. A leak after the meter, even a few centimetres past it, is on you. If you're not sure which side of the meter the problem is on, that's the first thing to establish before booking anyone.

What should a plumbing devis include?
A plumbing devis should show the same basics as any French quote: the company's name and SIRET, a description of the work, the parts and materials to be used, the TVA rate applied, and the total both HT and TTC. The décennale insurer and policy number belong on it whatever the size of the job: a tap or a water heater falls under the biennale (two-year) guarantee, while waterproofing and pipework built into the structure fall under the ten-year décennale.
Ask for a start date if the job isn't urgent, and get any verbal add-on written into the devis before the plumber leaves. A plumber who won't put a price on paper before starting isn't one to let past the front door, whatever the emergency.
