ANAH: France's national housing agency and its role in renovation grants

ANAH stands for Agence Nationale de l'Habitat (National Housing Agency). It is the French public body responsible for administering housing improvement programmes, most notably MaPrimeRénov'. When you apply for MaPrimeRénov', your application goes through a portal managed by ANAH, and ANAH's services issue the grant decision and payment. You will see the ANAH name on official correspondence, grant decision letters, and payment notifications. Applications are made online at maprimerenov.gouv.fr, which is the ANAH-managed portal, not the ANAH main website (anah.gouv.fr).

What does ANAH actually do?

ANAH is a public establishment under the supervision of the French Ministry of Housing. Its core function is to channel public money into improving the condition of private housing in France. It does this through grants, subsidised loans, and technical support programmes. Its mandate covers energy renovation, adapting homes for disability and old age, tackling indecent housing, and supporting owner-occupiers on low incomes who cannot fund renovation themselves.

ANAH does not build housing and does not manage social housing (that is the domain of housing associations and local authorities). It focuses specifically on improving existing private stock that would not otherwise be renovated without financial support.

Does ANAH run MaPrimeRenov' directly?

ANAH is the administering body for MaPrimeRénov', but the scheme is defined by government policy and funded by the state through the national budget. ANAH's role is to manage the application process, assess eligibility, issue approvals, and make payments. It does not set the grant amounts or eligibility criteria; those are determined by ministerial decree and revised annually.

When contractors or advisors say "submit the application to ANAH", they mean the process that takes place on the maprimerenov.gouv.fr portal. You do not contact ANAH directly to apply; the portal is the single point of entry.

What other programmes does ANAH administer?

Beyond MaPrimeRénov', ANAH administers:

  • MaPrimeAdapt': a grant for adapting homes to support independent living. Open to homeowners aged 70 and over (no further condition required), to those aged 60-69 experiencing early loss of autonomy, and to people of any age with a disability rate over 50% or eligible for the PCH (prestation de compensation du handicap). Covers bathroom adaptations, stairlifts, widening doorways, and similar works. Launched in 2024.
  • MaPrimeRénov' parcours accompagné: the pathway for major whole-house renovation projects requiring an energy audit and a Mon Accompagnateur Renov' (MAR) advisor. Higher grant rates, greater complexity, compulsory supervision.
  • Aide aux propriétaires bailleurs: grants for landlords who rent to low-income tenants under a social rental agreement (conventionnement ANAH). The property must be renovated to a minimum energy standard and rented at a capped rate for a period of at least 6 years.

The Habiter Mieux programme, which previously covered energy renovation for very-low-income households, has largely been absorbed into MaPrimeRénov' since 2020. Some local ANAH offices still reference the Habiter Mieux name in their communications.

Does ANAH have offices near the Cote d'Azur?

ANAH operates through a network of local delegations, one per department. In practice, most standard MaPrimeRénov' applications are handled entirely online and do not require contact with the local office. For complex cases (large renovation projects, landlord agreements, dispute resolution), the local delegation may be involved. Is ANAH the right contact if there is a problem with a grant application?

For issues with a MaPrimeRénov' application (documents stuck in review, grant not paid, eligibility questions), the first port of call is the maprimerenov.gouv.fr portal itself, which has a messaging system. For unresolved issues, you can contact the local ANAH delegation. ANAH also has a national helpline (France Renov') at 0808 800 700 (free call from France), which handles MaPrimeRénov' queries alongside more general renovation advice.
