ADVENIR: France's EV charging subsidy

Quick definition

ADVENIR is the French subsidy programme for EV charging infrastructure, run by AVERE-France (the national association for electric mobility) and funded by energy companies. It covers charging points in collective housing (coproprietes and apartment buildings), on public roads, and at businesses. It does not cover individual houses (maisons individuelles). If you own a house on the Cote d'Azur and want to install a home wallbox, ADVENIR does not apply to you. The current programme terms are published at advenir.mobi.

Who runs ADVENIR and why does it exist?

ADVENIR was launched in 2016 by AVERE-France, with funding from energy companies. The aim was to accelerate the rollout of charging infrastructure in locations where individual ownership and shared car parks make installation more complex. Since launch it has funded around 47,000 charging points across France. The programme runs until 2027, with a budget of 520 million euros earmarked for 250,000 points in total.

The current subsidy rates are published at advenir.mobi and change between programme rounds. This page does not quote specific amounts for that reason.

What does ADVENIR cover?

The programme has four main streams:

  • Collective housing (immeubles collectifs): charging points installed in shared car parks or garages of apartment buildings and coproprietes. This is the stream most homeowners encounter when they live in, or own a flat in, a residence with communal parking.
  • Public roads (voirie publique): charging infrastructure on public streets and in public car parks, funded through local authorities.
  • Businesses: charging for heavy vehicles and coaches at commercial premises.
  • Corsica and overseas territories: a separate stream with different terms.

Individual houses (maisons individuelles) are explicitly excluded. The ADVENIR website states: "Attention, les bornes en maison individuelle ne sont pas prises en charge par le programme."

What subsidies are available for individual house owners in 2026?

The subsidy picture for homeowners with individual houses changed significantly at the start of 2026:

  • Reduced VAT (TVA a 5.5%): the main remaining national incentive. When a wallbox is supplied and installed by an IRVE-certified electrician, the VAT rate on the equipment and labour is 5.5% rather than the standard 20%. This applies automatically at the point of invoicing and requires no separate application.
  • Tax credit (credit d'impot CIBRE): this scheme ended on 31 December 2025 and was not renewed in the 2026 finance law. Installations completed and invoiced before that date may still be claimed on the 2026 tax return; installations after that date are not eligible.
  • Local and regional subsidies: some departements and communes offer additional grants for home charging installation. Check with your mairie or the Conseil Departemental des Alpes-Maritimes for current schemes in your area.

What does IRVE certification have to do with it?

IRVE certification is required regardless of which subsidy applies. To benefit from the 5.5% VAT rate, the installation must be carried out by an IRVE-certified electrician. For any ADVENIR application in collective housing, the same requirement applies. A contractor who is not IRVE-certified cannot access any of the subsidy routes for EV charging work.

What about CONSUEL?

A CONSUEL attestation de conformite is required for every home wallbox installation, regardless of whether ADVENIR or another subsidy is involved. It is a legal compliance requirement, not a subsidy condition. Your IRVE-certified installer handles the CONSUEL application as part of the installation process.

How does ADVENIR work in a copropriete?

If you own a flat with a parking space in a shared residence, the ADVENIR process runs through the copropriete rather than directly through you as an individual. In practice:

  1. The copropriete votes to install charging infrastructure (this typically requires a majority vote at the assemblee generale)
  2. An IRVE-certified installer is commissioned by the syndic de copropriete
  3. The installer submits the ADVENIR application through the AVERE-France platform
  4. The subsidy reduces the cost shared among the co-owners

Individual owners in a copropriete can also request a dedicated charging point for their own parking space under the "droit a la prise" (right to charge), a legal provision that gives residents in collective housing the right to request a private charger at their own cost. ADVENIR can apply to the installation even in this individual case, as long as it is within a collective building.
